Legal Question in Criminal Law in Georgia

hello,

I have given a company $11,000.00 for a purchase order of logs out savannah ga. The company never shipped out the product and the owner is not answering my calls anymore. I would like to sue him for the money he took from me. What is the best way to go about this. The owner does not live in GA. He travels a a lot. not sure where he resides now. the company he had was based in GA. I do believe he has assets in IL and NJ.
