Legal Question in Criminal Law in Georgia

My Husband was driving from a friends house to come pick me up from my sisters house. Long story short he got lost because he just move to Georgia 3 years ago. Well he got pull over by Rockdale county police but he still was in Dekalb County limits he was maybe and exit or two from entering Rockdale County. He had a blowout but before he could walk to the ramp the police pull up. He was driving and his license was suspended for a speeding ticket but i couldnt drive home so he came and got me. But they pull him over and found a bag off weed on the ground next to his car. My husband said they didnt read him any rights just told him to step out the car and arrested him and put him in the back of the car. Before this he call me and told me he was getting pull over. They never search him. He text me in back of the police car and give my sister directions to the jail. They charge him with 2 felonies 1 misdemeanor. But when his court papers came he was only charge with 2 misdemeanors Poss. of Marji. driving with suspended license. They want him to take a plea of drug test clean or do 10 days in jail, 40 hours of commuity service, 12 month probation, write and essay, and 3 to 4 drug classes. And this is his first offense. And it was less then and oz. We really cant afford lawyer but we might if its best. Can you please give us some advice?
