Leaving Accident Scene and Failure to Call 911

I had a relative who died as a result of a motorcycle accident. He was riding the motorcycle and acquaintances were riding behind him in a truck and they did not call 911 for help and did not report the accident. They put him in the truck and took him to their home. At the last minute they took him to the hospital, but was dead on arrival. The accident happened in August and we, the family, have not heard any news from the District Attorney on what charges will be filed. Is it customary to wait such a long time, and what possible charges could be filed. Also, would you advise hiring an attorney to work on the family's behalf?
