Maybe. Are you doing it by tele or video conference? Otherwise, how do you expect to have a marriage when the Court has (we assume) prohibited you from being near each other? Of course, the larger question is why anyone in their right mind would marry a person after having to get a restraining order. It won't stop any abusive conduct, and could very well make it worse.

It is not illegal for you to marry someone against whom you have a restraining order, but it is illegal for them to have contact with you (the victim). Clearly, both parties are idiots, because the victim is either marrying the person she is supposedly afraid of (restraining order?), or the perpetrator is marrying a fool that runs to the police and takes restraining orders for no reason.

Good luck. Have many children, so the system can contnue to exist.
