what does it mean when a misdemeanor shoplifting case dismissed and also destroyed.

Dismissed means that the case is no longer opened, and the person who had been charged should look into having the arrest expunged. I am not sure what you mean by "destroyed". This may be someone's way of saying expunged. I would have to know the context to give you a better answer.
