Legal Question in Criminal Law in Georgia
my mother in-law wanted to give her 3 dogs away, my husband found someone to take them, now she wants them back and the man asked for the money he spent on them, she is now saying she is going to take a warrant out on my husband for theft. Can she do that?

Well, anyone can go to the magistrate and APPLY for a warrant but whether one would be granted depends on the facts. Unfortunately, you won't be there. I would go ahead and call the chief magistrate in your county and give him/her a heads up that she may be applying for a warrant.
