Online scams
I applied for a job online and paid $15. I received the training materials as promised and it was information on how to place the ad i responded to and collect money over and over. Is that illegal?

You should not pay to submit a job application, on-line or otherwise.

Probably. You can report it to the state consumer affairs office, or check names and addresses online for other information. Don't expect to have traceable addresses. You should not pay anything for these obvious scams.
