if a person has a court appoint lawyer and he is not doing any thing to help you can you ask for another one

Start by talking with the lawyer. Oftimes a client's perception of what a lawyer is doing and what he is doing is miscommunication. If there are problems with the lawyer and the lawyer is willing to withdraw, the odds of replacing him improve. But there is no RIGHT to change, so unless you can persuade a court as to a serious problem, usually the answer is no.

You can ask, but the judge does not have to appoint another lawyer. The judge will tell you, you have the right to retain your own attorney. See website for info on retaining the right attorney:
