Can the police combine several individual misdemeanor charges associated with one event to make them a felony charge prior to arresting you in Georgia?

No. A misdemeanor is a misdemeanor punishable by 12 months or less in custody. A felony is a crime that carries more than 1yr in custody. You can be charged with 50 misdemeanors and it cannot alone become a felony just by the number of charges.
