Police officers used excessive force and fractured my arm. can anything be done as to holding them responsible?

Since you didn't tell us what you did or what happened, there's no way to even determine if the police or you acted inappropriately. Discuss the facts you l;eft out with your lawyer. If you were arrested, you certainly hired one.

Of course you can sue the police under a federal 1983 action. You will need an attorney to file the lawsuit, and of course the attorney will ask what were you doing at the time the police fractured your arm. Maybe then you can fill the attorney in on the details of how the police came to break your arm. Good luck.
