purchasing drugs off internet

In Illinois you have to sign a form and show idetification when purchasing certain cold medication.Is it illegal for an Illinoian to purchase this medication from an overseas company?

Since I'm in another state, I can't answer the criminal question, but since we're talking about drugs that cost a few dollars a package, what would be the sense for a legitimate purchaser to spend all the extra costs to ship a low cost item?
