Is a sheriff office allowed to withhold a police report? Is a police report a public record?

Don't understand the question. If the police report, which usually means arrest report, is complete it may be requested via a public record request. If the report is the investigator's report it will NOT be a part of public record, and must be procured via a discovery request, usually by an attorney, after the indictment is returned by a grand jury.
