Legal Question in Criminal Law in Georgia
If someone in the state of George wrote a bad personal check for more than $600 and refuse to make retribution causing my account to fall into the negative, what is the procedure to get criminal charges filed him? If I am correct any amount over $500 is considered a felony.

You're incorrect.
Whether it is even a crime depends on what the check was written for. Most checks are solely civil matters (see a lawyer). Certain checks, depending on their timing and purpose, can be handled as criminal matters if you do a timely proper notice pursuant to law (again see a lawyer).
