In the state of Georgia the age of consent is sixteen.
So if a sixteen year old has sex with a twenty-one year old,Is it still statutory rape?

No. The statutory rape provision provides that it is illegal to have sex with someone under age 16. Once a person reaches the age of 16 they can legally consent to sex.
