Is it stealing to take something that is free to the public?
Our teenager removed a puppy from the county animal shelter without the knowledge or permission of the shelter personnel after being told he was not old enough to adopt the puppy. The puppy is free, but application approval and mandatory vet services (from an independent vet that cost $75) are required as part of the adoption process. Did he steal county property (even though it was free)or merely fail to follow the county's adoption procedures?

Of course it's theft. Potentially other crimes might also be charged.
