It is what is sounds like. The accused has taken something that does not belong to him without the owner/caretaker's consent (i.e. stealing). There are a myriad fo ways to prove it. The owner can identify it, and explain he last saw it ten minutes ago inside of his car/boat or house. An eyewitness can tesify that he saw the thief possess it, and the owner explains that he gave no one permission. The police can explain they saw the thief with the item.
