Warrants
If somebody has a warrant out for their arrest in one state and arrested in another for a completely different charge, is it the arresting states responsibility to hold that person? And if it is, can that Police Department be held accountable if the person is released and turns up missing or worse, dead?

If there is an outstanding warrant from another state for a prior charge and the person is arrested on other pending charges, that person will usually be held on the prior charge whether or not bond is made on the pending charge. If the person is released, either on purpose or by mistake, law enforcement can not be held responsible for what happens after the person is released.
