Are there any ways to speed up the district attorney's office in resolving or ending a legal matter, especially when the ball is now in their court? It has now been 10 months and there has been no word from the d.A.

You may want an attorney to contact them. You have a right to speedy trial. This DA seems to be close to violating that right.
