Legal Question in Discrimination Law in Georgia

Have been with this company for 4 yrs. I started off as the extrusion supervisor. I was dropped down due to downsizzing to an operator. The supervisor over me knows nothing about the job, they want me to train him. We had a meeting with the VP of the company and he told him he knows nothing about the job and I should help him along. Wanted to know is this fair for his employees coming to me daily because their supervisor doesn't know anything. What can I do about this situation. They have promised me for a year that they will make a position for him and give me his position. Asking for advise on what to do.
