If a women applys for higher paying job in the company that she works for and was turned down 8 and lose out to a man 8 times is that concerned discrimination?

You need to provide many more facts to determine if you were a victim of discrimination. An employer doesn't discriminate simply because it promotes a man over a woman.

Being passed over for pay raises and promotions in favor of men may be evidence of unlawful discrimination. However, the burden rests upon you to prove that your employers decisions were based upon your sex. Certainly, your employer will contend that other legitimate factors lead to the others (men) getting the raise, instead of you. One question is whether other women in your company are being passed-up for raises or promotions, in favor of men.

Bottom line, in my opinion - being passed-up alone does not constitute unlawful sexual discrimination. However, if there are other relevant facts to support the claim of discrimination, you may be able to establish a case of discrimination.
