i got 2 dui's in ill. in 1987. i paid my fine but did not reinstate my license. i moved to georgia in 1988 and got a georgia license. recieved 4 more dui's over the next 17 years. georgia is willing to give me back my license but ill. still has a hold on my license because i never paid the reinstatement fee. now the laws have changed in ill. and because of the dui's in georgia ill. has a lifetime revocation on my license. can i be held to new laws even though the date of the offense was years before the new laws were passed?

You probably are going to need to consult with a local GA lawyer who can co-ordinate with an IL attorney. I doubt any GA lawyers would have a clue about IL law and what effect if might have on your situatiion.
