background check for dui arrest with no conviction
13 years ago I was arrested for dui. finger printed etc.
When the case went to court, It was reduced to reckless driving. How would this affect a background check for a
civil service job?

That would completely depend on what level of clearance the job requires. Certain government jobs may show it. If the military, passport services, police or other such organization were to pull it, it would possibly show. A normal employer check would not pull it up. Thus, there is not enough information to properly answer this question.
