my daughter was arrested for DUI about 6 1/2 mts ago when she went to court the judge only ordered her licence suspended for 6 mts. she paid all her fines and took all the required classes. When she went to get her licence the DMV told her that her licence had been revoked for 1 year plus 16 weeks for refusing to take a DUI test. This was not true because she blew a .14 she is 25 and this is her first offence she has ever had not even a speeding ticket. Can they do this to her even though the judge only ordered then duspened for only 6 mts?

They are doing it. The question should be what you should do about it. Either contact her lawyer for assistance, get a lawyer, or get copies of the court documents that show you are correct and take them to the DMV.
DUI law has various mandatory state suspensions. A trial judge can impose additional ones but cannot prevent most of the state ones.
You should have hired a lawyer before she went to court.
