Can I ever get a driver's license again?

In May of 97 I got a DUI and again in July of the same yr. I plead guilty to the 1st, but never showed up for sentencing and never went to court at all for the 2nd. I haven't driven since and am planning on moving to Georgia later this year. Will Georgia give me a license? If not, what should I do? Thank you.

No. You need to take care of the second DUI first.

At just point you're a fugitive, and leaving the state will make things worse. Not getting a license (and no, you won't be able to get one) is the least of your problems. There probably is a warrant for your arrest, and, if caught in another state, you could spend a lot of jail time while the state decided if you would be extradited.

See a lawyer in your state immediately and make arrangements to surrender yourself and face the music. Once that is done, the cloud will be lifted and once license suspension periods are past, you probably can be licensed again.
