Legal Question in DUI Law in Georgia

I got a DUI standing outside the truck

I was stopped at a ATM pulling out cash for a bail for my friend that got a DUI, I was standing outside my truck counting money and talking to the sheriffs department when the same cop pulled up and blue lighted me, ask me a a couple of questions and asked me to blow, I refused. So, he locked me up and gave me a DUI! What just happened?

Very possibly, the officer either saw you driving or figures that the bank cameras have a tape of you doing so. In GA issuance of a DUI to the operator of a motor vehicle is authorized in the event that an individual does not consent to testing.
