I was pulled over by a police officer in a marked vehicle in my subdivision in front of my house. He was hired by someone in the subdivision to patrol the neighborhood but he was not currently on duty with the police department. I told him I had two beers so he called another unit to give me a sobriety test. I refused to blow. Do I have a good chance at getting this dropped down to reckless driving since the man that wrote my ticket and arrested me didn't actually witness me driving. I have already completed all of my community service, drug and alcohol assessment and driving school. I also am a first time offender and work at two hospitals if that makes a difference. Thanky you for your feedback!

Since you refused the test, unless you requested an administrative review within 10 days of arrest, your license is going to be suspended no matter what.
