Legal Question in Education Law in Georgia
Can a substitute teacher get in trouble for having a dating relationship with a high school student. The two are not having sex (and even if they were, the age of consent in their state is 16 and that is how old the student is). The substitute has never been the sub or teacher for the student.

You didn't mention the state, but in most states the teacher can expect to be fired, and may (in many states) end up in jail.
