I have a financial poa for my 75 year old mom who has been very ill. I am also specified as her health decision maker in regards to her Humana/Medicare ins. Does a Humana employee have the right to withhold information from me when I ask them to tell me why the approval for her cath lab procedure has been delayed a total of three times in the last 5 days?

While a POA can authorize contact it doesn't mandate it, and in some cases POAs may thus get ignored.
