My sister in law is a vet. If she changes my 95 year old grandmother's prescription medication is she breaking any laws? As well as giving her medical advice when she is having a strange feeling in her head and can't make her legs work right?

Of course that's illegal, and why have you not made a police report and a complaint to the state vet board, She can lose her license and go to prison. If she wants to be a doctor, she needs to go to med school.
