If you have 3 homes being supplied by one natural well source can one turn the water supply off to the other two

Is there some kind of agreement between the property owners that is recorded along with the deeds or is there some other type of contract? Who pays for maintenance? Who provides the pumps, electricity and so forth?
Why is water being terminated? My initial thoughts are that the water supply cannot be terminatetd, but I need a lot more information about the situation.
