if 2 parents are separated, but not legally divorced, nor has a custody hearing happened, do both parents legally have the right in the say of the babysitter of the child?

Yes.
Technically, yet, but in reality no. If you live apart and the parent with the child picks a babysitter to come into her her house, what is the noncustodial parent going to do? If the custodial parent take the child to a daycare center before going to work, what is the noncustodial parent going to do to stop the child from attending? The only veto would be to stop paying for the childcare or babysitter. You don't need two parental signatures for a child to attend daycare or a babysitter. Of course, one would expect the parents can come to some agreement on a mutually agreeable child care provider.
If you want a say on how a child is raised, the best thing may be to come to a written agreement about child matters or file for divorce and obtain full legal or shared legal custody.
