Can an adult adopt a minor without the legal consent of the minor's parents?

You are asking whether an adult can simply decide they want to adopt the children of others, and somehow do that without the consent of the child's parents? Do you really think that sounds like something that courts are likely to approve, or even consider? The adult who takes any action to try this, especially with the child, may end up in a whole lot of trouble. If you believe you very unusual facts are different, you chose to not tell us.

Absolutely not. In an adoption, the parents either surrender their parental rights or the parental rights are terminated by the Court. I am not sure how you would think someone could simply take over a minor from his/her parents.

Of course not. Every adoption requires either a voluntary surrender or a parent's rights or a court termination of parental rights. You can't just grab someone's child against their parent's will and adopt them.
