Adult and minor name change

I would like to change my full name, and then change my children's (ages 3 and 5) last name to mine. I was never married to their father, his name is on both certificates. I am not sure if he will give consent to the name change but if he does, will I be able to change their name for the sake of them having my (new) maiden name? (He is not active in their lives and refuses to work to avoid paying child support. I support them completely so I would like them to have my last name)
