what is the age of consent in georgia? for example can a 16 year old date and have sex with a 28 year old? if yes, can she move in with him

The 16 year old can make her own decisions when she is 18 (including horrible life decisions like moving in with or "dating" a 28 year old sexual predator who preys on children).
