Altering childs appearance during visitation

My 4 year old daughters father has rights to have our child every other weekend. As of August 2007, he has had her for 4 weekends only. This past weekend, after I stated that he could not without my being present, he had 5 inches cut off of her hair - her 1st haircut. I have full legal custody. My children are my life - he did not even tape this or take pictures for her, or keep a lock of hair. He has also failed to abide my the court order stating his responsibility for 1/2 of her medical bills. I know there may be nothing I can do, other than be heart broke over missing this special moment in her life. Please advise. Thank you.

Consult with a local attorney.

If you have full legal custody, a judge may not look kindly on his cutting her hair, especially in light of his limited exercise of his visitation rights.

As to his failure to pay the medical bills, he may be in contempt of court.
