Legal Question in Family Law in Georgia
I'm currently in AZ, soon to be GA. My current wife has an ex-husband that was an illegal alien, and they have two girl together that I want to adopt. He was deported, and currently resides in Mexico. He has a criminal record for domestic violence, and the divorce papers said that my wife has all legal custody and his rights to the girls were revoked. Do I need his permission to adopt?

Maybe and maybe not (depending on many details you omitted).
Now a warning: when you cross state lines with the child you will make the adoption far more complicated as you will have to comply with the Interstate Compact. Consider geting this done before you move and see an Arizona lawyer imediately.
