Legal Question in Family Law in Georgia

the biological father of my two girls, has been out of contact, and unable to locate him for about 6 years. he probably gets paid cash, so i cant find a record of taxes or anything. he's never paid child support, because we cant find him to summons him. we were never married. i am married now, and my husband would like to adopt them, and he's practically raised them as his own. how can i go about doing this, when i dont know how to find him, or his family?

also, he was charged with terroristic threats against me, and fled from bond.
