Legal Question in Family Law in Georgia

My birth mother has documents such as my original birth certificate. I moved out over a year ago and am 23 years old. She refuses to give it to me and states that she can't so I'm out of luck. I know for a fact that she has it in a filing cabinet. The hospital I was born in, shut it's doors one year after I was born. I cannot seem to find a way to get a certified copy and I'm am getting very stressed out about it. What can I legally do to get my birth certificate from her? My social security card was stolen 3 days ago and so I can't even apply to get a new one without the birth certificate. Please help me out with an answer. Thanks.

It a few minutes you can get a birth certificate from either state vital records or your county. Why have you not goine there to pick one up?

If you know where and when you were born you can easily get a birth certificate from the vital records division.
