Burial rights

My son died in 1977. He was buried in my husbands family plot. I was promised the spot to his left and my husband would be on the right side. We have since divorced, twice. Now, his parter of 23 years says I can not be buried there.Can I move my son to another plot somewhere else? What do I have to do to get this started. Does my ex- husband have the power to stop me? He is not allowed to speak to me, so we can not discuss this.Do I need a lawyer, a court order or what steps do I follow? My ex does not intend to be buried in the plot any longer. His father is buried there, but no other members intend to be.The person who had the ''say so'' died last year.I want to be buried beside my son,but it seems to be impossible unless he is moved. Any comments you have would be helpful.
