(At 14 they can express an opinion, but a judge still makes the final decision).

At age 14, the child can voice his/her preference. Most judges usually go along with the child's wishes, UNLESS, e.g., the court, after investigation, concludes that the selected parent is an "unfit" parent. Consult with a local attorney.
