My stepdaughter has decided to live with me and her dad. The mother does not have a problem with it. The mother has agreed to give custody to my husband. She also agrees that neither one of them should pay childsupport because then she would have custody of the oldest daughter age 12 and we would have custody of the youngest age 10. But we want this done legally and on paper. My husband & I live in GA, the mother lives in TN. My husbands divorce to his ex-spouse was also done in GA. What do we need to do and does it need to be done in GA or TN?

You need to modify the original agreement with a new and separate legal action for the change in custody. I am a Georgia lawyer, and Georgia law is that the change would need to be made in the county where the legal custodian lives, which is in Tennessee. So ask your question again, and put the State down as Tennessee so you can get a Tennessee lawyers opinion.
