can a non-custodial parent be required to let a child participate in extracuricular school activities even if that activity falls on their week-end.

The legal answer would depend on your paperwork and specific facts so that can't be answered here.

The practical answer is that a parent that refused would be showing a disregard for the child and might be creating grounds to change or limit their visitation, assuming the activity was important to the child.

If your decree does not address this issue, then the court might need to be petitioned. Courts decide matters regarding children on the basis of what is in the best interest of the child; hence, a decision to keep the child involved in regular activities is likely.
