Legal Question in Family Law in Georgia
Child Custody
Here is the situation. A 19 year old adult would like to get custody of a 13 year old child. They are not related but the adult feels the child would be in a better living situation away from the current parents. There are no apparent signs of physical abuse but obvious signs of emotional abuse and the child's desire to be removed from the home to live with the 19 yr old adult. My question is, are there any grounds by which this could be possible or are there any steps that can be taken to allow this to happen.

Almost certainly not.
Re: Child Custody
Technically, the nineteen year old can apply to be appointed as guardian. However, given the closeness in age, and the youth of the nineteen year old, I have my doubts as to whether a judge would grant it. Consult with a local attorney.
