child custody

my son-in-law is trying to get custody of his son from his ex girl friend. The child lives in Ga and the boy is in foser care. child services told him something about getting the child ligitimized..i dont understand what they mean. Has has DNA to prove hes the father and is on the birth certificate and the child SS number has his fathers last name on it and he pays child support. Whatelse could they need to prove that he is the father? They are saying that they wont give him his child out of foster care until he is legitimized.. i just dont understand what they need. Any ideas?

He needs a lawyer right away (and should not talk with caseworkers until he sees one). To get custody he has to do a legitimization in Superior Court. What happens next depends on information you didn't post, but until he gets a lawyer he isn't going to accomplish much.
