Child using last name of step parent

My 7 year old son has not had any contact with his biological father in 9 mon. He is wanting to use his step dads last name. We haven't got the money at this time to do legal papers to adopt; can he us a hyphen at the end of his name and add our last name without going thru the court?

No. A name change must be done in Superior Court. With the father's consent it's not difficult; without it it may be more challenging.
