child support laws
can a spouse use child support money to pay her own personel bills such as rent etc.

As long as the child support is spent on things that arguably benefit the child, you can't (nor will the courts) micromanage her spending. On the other hand, if you can show that she spent the support money on purely personal things, such as jewelry, hair appointments, etc., then you may have a leg to stand on.

Yes (and rent benefits the child, so that's a very reasonable use of it).
