Child Support and Parental Rights

I heard something from a friend who said it happened to him & I want to know if it's true. Is there a law stating that if no child support has been given or an effort to even help support the child has been made by the time the child is 12 months old that the parent who cares for the child may petition the courts to revoke the other parent's parental rights?

Unless there was an adoption case pending where adoptive parents were seeking adoption, your friend completely made that up.
