child support

(1) what are the rights or authority of the department of human resources in garnishing a father's wages for child support arrearage when the children are all legal adults (four in their early to mid twenties, 24, 23, 21, 21)?

(2) what happens to these garnished funds if the state no longer has an obligation to these adult children, several of whom have now began families of their own? or what percentage of these funds are actually given to adult children in such cases?

I don't believe it makes a difference that the children are now adults. The same rights and authority should apply. A parent cannot escape support payments by delaying them until adulthood.
