Legal Question in Family Law in Georgia

Child visitation issue.

My wife's Ex. husband currently has alt' w/e visitation rights and has joint custody - although my wife is primary carer. My wife's Ex. Mother-in law and her 11 yr. old son have both confirmed that her Ex. does no longer reside at his father's house. He has moved to an alternative address in the same state. He is co-habbiting with another person but refuses to provide this address even though he takes her son there and stays over the w/e. We have no contact detil for the address (Phone or address) - can she justifiably refuse his access until he provides it. She is concerned for his safety.
