Child Visitation
Does a minor child 13 have the right to refuse non-custodial visitation and if so what
circumstances must be met

Generally speaking, the answer is no. However, if extreme conditions exist such as the non-custodial parent using drugs or engaging in other immoral activity, no court would do anything about it. However, the best defense is a good offense. If there is reason to believe similar activities are taking place someone, presumably the custodial parent, should immediately file a petition to modify visitation so as to bring the matter before a judge.
